High-sulphur marine fuel (HSFO) prices in Singapore have been weighed down by ample supply from multiple global sources, while demand remains relatively subdued, according to industry sources.

As the world’s largest bunkering hub, Singapore has seen pressure on marine fuel sellers and traders, with margins squeezed due to weak price differentials. Profits typically rely on HSFO trading at a premium over fuel oil cargo prices to offset logistical and operational costs.

However, current market conditions show that Singapore's 380cst HSFO prices remain soft, consistently trading at discounts to cargo assessments. "The HSFO market is flush with supply from countries like Mexico, Iraq, and India," noted a Singapore-based fuel oil trader.

Interestingly, some recent HSFO cargo trades have fetched prices above the levels seen in ex-wharf bunkering offers. Spot differentials for fuel oil have hovered around premiums of over $6 per tonne above cargo quotes. In contrast, ex-wharf marine fuel—where sellers are responsible for delivering the fuel to the terminal—has been offered at modest discounts, highlighting the downward price pressure.

On a delivered basis, which includes barge transportation costs, 380cst HSFO bunker fuel prices have shown only marginal premiums above fuel oil cargo quotes. “Supply is undeniably strong, but demand remains lackluster,” said one HSFO bunker supplier.

Port authority data shows that high-sulphur marine fuel sales at Singapore averaged around 1.6 million tonnes per month in 2025.
