The Maritime and Port Authority of Singapore (MPA) and France's Directorate General for Maritime Affairs, Fisheries and Aquaculture (DGAMPA) have cemented an Enhanced Maritime Partnership, further strengthening the collaborative ties between the two nations. This significant agreement was reached during the recent visit of French President Macron to Singapore.

This partnership signifies an elevation of the relationship between Singapore and France to a Comprehensive Strategic Partnership, encompassing joint efforts in maritime decarbonization, digitalization, cybersecurity, innovation, and training. It builds upon a foundational partnership with DGAMPA established in 2021, deepening the scope of their cooperation.

Collaborative Pilot Projects to Drive Maritime Progress

As a key component of this enhanced partnership, both parties will engage with industry partners to conduct various pilot projects aimed at addressing the identified focus areas. These projects are designed to translate strategic goals into tangible advancements within the maritime sector.

On the front of maritime decarbonization, initiatives include the development of a bio-methane supply chain and a robust certification framework. This framework will ensure compatibility with diverse sustainability standards and adherence to accounting protocols under the United Nations Framework Convention on Climate Change and the International Maritime Organization (IMO).

A significant step in this direction will be the first bio-methane bunkering trial in Singapore, conducted under this partnership and based on the established certification framework. Shipping giant CMA CGM will be a key collaborator in this pioneering endeavor.

Advancing Digitalization and Innovation

In the realm of digitalization, MPA will collaborate with HAROPA PORT and the Port of Marseille-Fos to advance port call optimization and broader maritime digitalization efforts. This collaboration will feature trials with CMA CGM focused on ship-to-shore data exchange. The aim is to automate and streamline port clearance processes, significantly reducing manual documentation and improving the timeliness and accuracy of operational data through the adoption of internationally recognized standards.

Effective ship-to-shore data exchange relies heavily on robust communication infrastructure, where high-performance marine and offshore cables play a critical role. These specialized cables are engineered to withstand harsh marine environments, including saltwater corrosion, extreme temperatures, and mechanical stress. Furthermore, both parties will actively promote maritime innovation and entrepreneurship. They will encourage maritime companies, investors, and startups from Singapore and France to participate in open innovation platforms such as the PIER71TM Smart Port Challenge, ZEBOX, and Landing Pad, fostering a vibrant ecosystem for new ideas and solutions.
